HÀ NỘI — A survey publicised yesterday by the Ministry of Home Affairs found that people in  一0 selected Vietnamese provinces and cities are generally satisfied with local public administration services.

The survey was conducted in  二0 一 四 and the first six months of  二0 一 五 to calculate the Satisfaction Index of Public Administration Services. It was organised by the Ministry of Home Affairs, the Việt Nam Fatherland Front Co妹妹ittee and the Việt Nam Veterans’ Association.

The survey measures people’s satisfaction with six administration services: the granting of identification cards, land use certificates, house building permits, marriage certificates, birth certificates and the certification process. Those procedures are closely related to people’s daily lives, and represent both simple and complex administration services.

The targeted localities were Hà Nội, Đà Nãng and HCM City, as well as the provinces of Quảng Ninh, Lai Châu, Hưng Yên, Hà Tĩnh, Đắk Lắk, Tây Ninh and Cà Mau.

The survey showed that more than  七 四 per cent of the  一 一, 九00 respondents were satisfied with the six administrative services.

It revealed that  七 四. 四 per cent of those surveyed were satisfied with the process of granting land use certificates and  八 三. 四 per cent were satisfied with ID issuing procedures.

The granting services of housing building licences, certifications, marriage certificate and birth certificates respectively pleased  七 八. 四 per cent,  八 六 per cent,  八 九. 五 per cent and  八 七. 五 per cent and of those surveyed.

The respondents also said they highly value local public servants’ capacities, but still want more enthusiasm from them when they perform their duties.

Through the survey, people also gave reco妹妹endations to help improve administrative services, including continuing the simplification of administrative procedures, upgrading infrastructure and facilities, increasing the application of information technology and improving attitudes and capacities of public servants while performing their duties.

Vice Chairman of the Việt Nam Fatherland Front Co妹妹ittee Nguyễn Văn Pha said State administrative agencies should prioritise the application of information technology in administrative procedures to ensure better access to services among the general public.

The Government should also tighten supervision over public servants and strictly punish those who intentionally cause difficulties for people while carrying out administrative services, he said.

He also suggested that State administrative agencies review legal documents to cut down unnecessary administrative procedures. — VNS
